Now the main question is that do your website really needs backlinks or whether the quality of content that you post on the website and the user experience is enough for you.
Why I say this because I see many websites that rank on Google without any backlinks.
I am working in a company as an SEO Person I need to analyze some of the projects that I have and there I will find many websites that are ranking on Google without any backlinks or a few backlinks.
Note- Not every website or niche on Google needs backlinks. Competitive niches need backlinks.
If you have a business that is not very competitive or you are targeting a city that does not have much competition.
Then it is the possibility that your website does not need any backlinks and you will rank in first position just with the content that you have on the website and how relevant that content is for the users.
For Example, few of these websites are ranking on Google and receive good traffic and they do not have any backlinks

As you can see from the above examples you just need some quality content on your website that satisfies user intent and you need to focus on user experience and you are good to go without creating many backlinks.
I am not saying that backlinks are not important and don’t create them My point is to see your niche and competition in your niche analyze the search engine result page and examine the top ranking pages to see how many backlinks or referring domains they have.
If they have a lot of backlinks then there is a high chance that you also need more backlinks or referring domains. But if the competition is low in your niche and top-ranking pages have no to very few backlinks.
Then maybe you need to create great quality content with a good user experience and there is no need to run for the backlinks.

Now the question is why Google declines the value of backlinks.
Well I think for most of the SEO persons and clients who want to do SEO for them SEO is the activity where you just need to place your backlinks on other sites for them SEO is only a link creation activity and so they exploit it.
As Google needs links to discover new websites the companies think if we create more and more backlinks then Google will find our website more trustworthy and rank it high.
And as I work in this industry I can rank some websites in low-competitive to medium-competitive niches without creating a single backlink for them with just content.

1. Digital Pr
Digital PR is the practice of increasing brand awareness. If your company is doing something great then you can reach media houses to cover it and ask them for the backlinks.
You may have to pay some money if you are a small company but if you are a big company then maybe you don’t need to pay them.
And if your company is really doing great things and doing a PR then there is a chance that you receive many quality backlinks from other sources also.
2. Haro (Helping a Reresearcher Out)
Haro is another good quality backlinks source. Haro is a website where news reporters from big publications submit their queries and try to find relevant sources/answers to their queries.
If you are a master of your niche and you know how to write well then this technique suits you.
In Haro, you need to create an account on haro.com and then you will receive daily emails from different sources/reporters about their queries.
You need to find the queries that are of interest/niche
Then you give an answer to that query and if the new reporter finds that answer matches his question they will give you a high-quality free backlink from top news site.

The next thing you need to do is you can ask them to give recognition/backlink on their website about you company that we hire or give training to their student.
Through this way, your two problems are solved one is of quality backlink and the other is that you never need to worry about hiring freshers because as you give training and then if they pass training you can hire them.
